I have tried everything to get more than 31bps.MS help
said I should check my telephone line for noise but did
not tell me how. Anyone know how.
 
You can listen for noise such as pops, clicks, strange
sounds, or you can get a test done to check for conductivity
and signal strength. Ask your phone company. They may want
extra money. Look in the phone book for telephone service
companies.

Call your phone co. and ask them to check for noise.

31 b/s would be horrible; I suspect you mean 31 Kb/s, which
is pretty good. Only extremely good phone lines support
faster than that, so you have to be lucky to get more than
you have.
