How do I start to connect to a remote modem.

If I go through my local area connection it tells me the port (com3
{modem} share on the remote computer) is unaccessible. The other computer
has all the permissions I can stack onto com3, and indicates an active
connection.

I tried putting the remote computer line (\\PETE\COM3) into he dialer and
that didn't work.
