modem error message

"Modem not properly executing the connection. Make sure your computer can
access modem and dial up networking is using correct modem."
a friend is getting this message and can not get on the net.
any one have any idea what would the cause would be?
i know nothing about her system or what os she is using.
she said it worked fine and one day this message just started to show up.

i do know she is on netzero, she tryed to call them but they said they
couldnt help her till she got back on the net.
 
Did she check the stoopid stuff first:
Telco cord plugged in at wall and modem?
Telco cord not chewed in half by Rover?
Cold boot the computer?
