Modem and 16bit DOS app

Hi everyone, I have a client that runs W2k as a terminal
server. They only run 1 dos app, which is used for
electronic billing/Medicare EDI/etc. External USR 5686-03
on com1 on the server. Works fine for the first person to
use it that day, then everyone else who attempts to use it
gets an error:

Window Title = 16bit MS-DOS Subsystem
Body = The system cannot open com1 port requested by the
application. Choose 'Close' to terminate the application.

Only button choice is 'Close', and closes the dos app
and leaves their user logged in (grr). Obviously, it's
a 'win2k/HAL/TS' vs 'DOS/Direct hardware access' issue,
I'm just wondering if there is a way to force 'windows/ts
session' to let go of the modem somehow? Thanks.

You might be able to program something like this, but be
well aware that TS isn't supported with TAPI applications,
like those that use modems.
