....mobilenumbers dont have area codes..and if fill this in field below country

goto file new..mobile enter select country *UK ??* fill 417342567 save
you get +44 417342567
with this number you can dial

where is this file >new > mobile??

In the contacts? I am unable to find anything like this under file in
Outlook, or when a contacts windows is open.

ok there we go..
goto contacts
file
new
contact and in this screen select in Telephone Numbers> Mobile

the country is australia. That is the information in that window. But mobile
still ends up like this (04) XXXXX and sometimes like this +61(04)XXXX

on other existing contacts mobile phone presents properly as this 041234567

something must be broken, I'll try a repair.

the 04 is placed between ( ) when you enter 04 in the local area code field.
If the 04 is a local area code, remove this from Telephone and Modem options

Open dialing plans

An open dialing plan is one in which there are different dialing
arrangements for local and long distance telephone calls. This means that to
call another number within the same city or area, callers need only dial the
number, but for calls outside the area, an area code is required. The area
code is prefixed by a trunk code (usually "0"), which is omitted when calling
from outside the country. To call a number in Sydney, Australia for example:

xxxx xxxx (within New South Wales, Sydney's state - no area code required)
(02) xxxx xxxx (outside New South Wales)
+61 2 xxxx xxxx (outside Australia. Notice the dropped 0)

Outlook formats numbers based on info in the modem settings in windows. to
bypass this, you'll need to append a letter to the front of the number
M:041234567. The contacts with it appearing as you desire were not created
in this version of outlook. (Earlier versions didn't force the modem setup)
