MMC User Manager Policy Help Requested

Hey, guys. Not sure if this is the relevant forum, but
I'm trying to build a custom MMC console for my company's
branch location managers to reset passwords, unlock
locked accounts, and disable users. That's ALL that I
want them to do. The prebuilt configs allow you to reset
the passwords and disable accounts, but I can't find a
method for unlocking an account without giving the user
access to the properties sheet for the user they're
modifying.

Any help would be welcome on this...it's the only thing
delaying a big project of mine.
