MKBA#830355 Microsoft Exchange Server reporting error 0x8004011C

I'm running Outlook 2003 on a Windows 2000 system (company
provided setup). My system was affected by the Witty Worm
virus and I reloaded the OS and Office 2003. Upon trying
to setup Outlook I create the profile and type in the
Exchange server name and my name. I select check name and
it immediately return that Outlook cannot connect. I did
some research and found Microsoft Knowledge Base Article
830355 which describes my problem exactly but says nothing
of Win2K, only WinXP. My company's helpdesk spent most of
the day having me jump through hoops to no avail. The
article speaks of a hotfix from Microsoft. Does anyone
know where I can get this without paying the premium for
Microsoft support? I'll point my helpdesk to this article
but I was hoping to fix the problem during the interim of
being referred to "Level 2".
 
Are you using VPN?
Have you tried to reset TCP/IP?
