Misting out parts of photos

I am very new to digital photography and to computers as well but I seem to
be getting the hang of it .........gradually !
I have some photos saved in My Pictures which for legal reasons I want to
"mist out" some car registration plates before sending them on.
Can it be done simply ?
Any help would be much appreciated.
NB I am well over 21 years old !!!!!!

Maybe Windows Paint would be useful...
just go to...

Start / All Programs / Accessories / Paint.

Try the Airbrush tool...you can choose a
color for your right or left mouse button
from the palette at the bottom of the screen.
To use the tool...just click and drag.

After editing your image be sure to save
it under a new name (File / Save As) to
insure that you do not overwrite (replace)
your original.

I tend to use the colour selector (or whatever it is called) which looks
like an eye-dropper (I think) to select the colour that is being misted
out from it's own background.
