Mistakenly Blocked Email

I am running Outlook 2002. I have a friend who cannot send me mail...returns a response to them that I have blocked that address. I cannot find that address in the junk mail listing (thought maybe had inadvertently added it). Also thought the junk mail rule simply moved the message to deleted...does it return a blocked message to the sender? Is there another place I can check to find why that address might be blocked? I want to unblock it. For starters, have deleted all entries in the junk mail listing.

Are you sure it is you and not your ISP who is blocking the mail? For
example, occasionally AOL blocks mail sent from Comcast, perhaps because
someone on Comcast is a spammer.
 
I had the same issue with the sender being the director of the local
library. My ISP was blocking anything coming from the regional library
consortium. My ISP had them listed as a spammer even though they were a
public service institution.
