Missing Windows updates

Please can anyone tell me why Windows update history says I have sucessfully
installed 15 updates, (11 of which have KB numbers), but my C:\Windows
directory only lists 7 of the "$Nt..." files? Is it safe to try and find the
missing ones in the download website and just manually install them?
