Locate this file by opening the local search engine and type in:

wextract.exe click [Search..]
You will find at least two copies one of them here:

C:\WINDOWS\System32\dllchache\wextract.exe

Copy the file from it and paste it here:
C:\WINDOWS\System32\wextract.exe

Also scan the machine for malware and viruses, and run disk cleanup then run
this command:
sfc /scannow click [OK]

Or Restore your system to an earlier date if every thing were working okay.

- I tried both things with no luck. I copied the file and tried to paste into
the location the error read " A required resource cannont be located"

- I then tried the system restore with no luck. it still has the same issue.

- Did the system scan and it found a few viruses/ mailware and removed.

- Also if I click on the wextract.exe file i get the same error as above "A
required resource cannont be located"

I believe you have trouble with Hijackthis, Am i right?.
Try to download it (The Hijackthis) to your Desktop and Rename it to Jayjack
or whatever name you desire!.

You may have a corrupt profile, by creating a new profile and test you will
know if it is a profile corruption or viral infection lurking in the
background with admin Privileges.

can you restore your system to an earlier date and try to download the
hijackthis from another computer on a removable storage and run it.

By the looks of it, you were using the Default Admin built-in account for
windows and when you created a new one, the default disappeared and you get
the welcome screen as the first time you logged on when your machine was new.
You can set up the internet connection on the new account, make sure you
have Anti-virus and connect to the net.
Also you can log into safe mode and copy the files/folder per the KB article
instructions to get your docs and programs back to the new profile.
