I am getting a "Windows can not find (value.exe" when ever
I try to open "User Profiles & Passwords" in the Control
Panel. I have been able to take control of my pc after
this nasty attack, exxept for this. What is the deal with
value.exe? I can't find it in my pc or online. Where can I
get it and where do I put it in the registry? Any help
would be appreciated. Thanks.

You don't want it. You need to get rid of it. There's
probably an entry in the registry that tells a file
named "value.exe" to launch. My guess is it's the Klez
virus or something like it.
You should run a virus scan on your computer (with updated
virus definitions). If you identify the virus, you should
go to the Symantec site to follow specific instructions on
what else to do to clean up the rest of it that a scan
can't fix.
Check these keys:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
\Run
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersio
n\Run
There shouldn't be any references to "value.exe" in
either. If you delete the key, push the F5 key after
several seconds to see if the key reappears. If it does,
you're infected BAD and a local scan won't work because
the virus probably already broke your antivirus (if the AV
runs, it won't detect anything).
Good luck.
