Missing USER.DAT file in WIndows ME

Hi, my USER.DAT file was thrown in the wastebasket, but not deleted by an idiot. I was told to do a scanreg /restore with my Windows bootdisk. It gave me 5 dates in June 2002 with associated .cab file names, and is asking me to restore. It was also suggested that I do a System Restore. I DO NOT want to lose datafiles downloaded from the internet or created from software downloaded from the internet as well. If I have to lose some software, so be it. What will happen if I go ahead and do the scanreg /restore? What is the difference between the 2, what do you suggest I do, and please tell me the procedures for restoring my computer back to working mode with all my datafiles intact. Thanks for any help on this.

Ooops. This is a Windows 2000 (and NTx OSs) group. No User.dat. No
scanreg.
