missing UPN's

What is the effect if a Windows 2000 user account has
never had the UPN filled in? Is the logon then handled by
the PDC Emulator as a non-windows 2000 client?

This is normally a cause of upgraded NT4 domains, as UPN's are not created.
UPN's will be constructed during logon and thus work as they should. The
logon will be handled by any available DC in the domain
(http://support.microsoft.com/default.aspx?scid=kb;en-us;314861) and not
solely by PDC.
