Missing toolbars, even on reinstall

I am trying to fix a friend's laptop. He has MS Word 2000 installed
on the laptop. I do not know the history of the installation, but
none of the tool bars come up, not even the words, "File", "Edit",
etc.... I tried using the ALT key for a shortcut to some of the
commands but none worked. I even uninstalled MS Word and installed a
different version of MS Word 2000 and still no tool bars. Any
thoughts? Could this be a virus? Is there a way to totally erase all
remnants of MS Word so that when I do a new install the toolbars will
come up.

Any help is greatly appreciated.

reinstalling Word is rarely helpful because it does not overwrite Normal.dot
or the Registry or remove add-ins, and these are the three most common
causes of problems.
