missing toolbar

I don't actually know if it is a toolbar or not, but I am talking about the bar that is directly on top of the taskbar while you are in a folder or on the web. Mine dissappeared and I have tried to put it back like any other toolbar and I get no option to do this. I also tried to fix it through explorer's option to no avail. This is probably some basic problem and I am overlooking something, but any and all help would be greatly appreciated.
 
In Windows Explorer and Internet Explorer,
[View] in Manual Bar > select [Status Bar]
