Missing Toolbar

I have lost the toolbar that lists the following: FILE,
EDIT, VIEW, FAVORITES, TOOLS and HELP. For some reason,
they have disappeard, and I cannot figure out how to get
them back. Without the TOOLS, I cannot activate any
toolbars at all. Basically all I have is my window with
the minimize, maximize, and close buttons. Nothing else.
I have tried right clicking everywhere, trying to drag
open the menu etc.
