Missing system component: sysengr

My computer with Windows XP Home edition was infected
with a virus that corrupted the Windows system file:
sysengr.
Norton Antivirus had me delete the file.
Now I cannot start my computer, except in safe mode.

How can I restore this missing file and get my system
working again?

Are you certain about the spelling of the file name? Agent Ransack finds
no file starting with "sysen" on my copy of XP Home.
