missing system 32\nal.dll file

when i installed windows (which i had never done before) i installed on c and
d drives. somebody i know who works on computers told me that i could just
delete the windows folder and its contents in the d drive to free up space
that way without having to format the drive. i did this and it did free up
the space, but now i cannot get onto the c drive when i restart computer due
to message saying missing or corrupt <windows root>\system 32\nal.dll file.
Is there any way that i can get that file without having to reinstall
windows? ANYONE, PLEASE! I'M DANGEROUS ON A COMPUTER!
