When running ipconfig I see the correct ip address but he
subnet mask is all zeros... it is set correctly in the
network protocols dialog. Any ideas?

Here is an issue posted by Road Runner:

When you connect to your Road Runner Internet service your computer obtains
an IP address from one of our servers. That IP address is "leased" to your
computer for a varying length of time that can range from a few hours to
several days.

However, sometimes the IP lease becomes corrupted or your computer remains
idle (not used) for too long and your lease expires. When that happens your
computer may experience problems connecting to the Internet. Usually you
can correct these connection issues by releasing your IP address and
requesting a new one from the server.
