Missing start menu & task bar after MS web update

Updated several things via the MS Update site and
when restarted, I get the background screen photo, but
with no start menu, task bar or anything. Have tryed in
safe mode, restore, starting from old configuration, but
nothing is working. The only way I can get out of the
screen is by Ctrl/Alt/Del and then signing off the login
name and it goes back to the restart/hiberate/off
screen. What do I do? I'm not the most technical, but
do have the brains to go through a step by step. Have
tryed the knowledge database with no luck. Help!!
 
Press Control+Alt+Delete keys
(The dialog box for Windows Task Manager opens)
Select the File menu, then New Task (Run).
(The dialog box for Create New Task opens)
Type in "Explorer" (without the quotes)
Press OK button.

Hopefully Windows Explorer restarts with the Taskbar and Start button.
 
The screen is now frozen on start up at the blue/small
Windows logo part. No keys respond, Not
Ctrl-Alt-Delete or anything. Have to shut down and try
to restart in safe mode, but all that does (in any
configuration) is remain black with the 4 "Safe Modes
in the corners. No keys respond again. I'm at a loss.
Thanks for taking the time to try and help. I'm still
searching the knowledge database for a possible
solution.
