Missing shortcuts in Outlook

Outlook 2003 does not save the shortcuts I make in the navigation bar. When restarting Outlook, they're all gone. What's the catch?
 
Did you do an upgrade to Outlook 2003 or a clean install? Try recreating (do
not copy) the mail profile in Control Panel-> Mail-> button Show Profiles...

I took a clean install (I removed Office XP and installed Office 2003). But the profile is not deleted in this process.

Like you suggested: I deleted my profile, created an new one - problem solved!

And you are correct; when you remove an Office program you do not delete the
settings.
