Missing registry key

I have a few windows 2000 profesional machines that are missing this key:

HKEY_USERS\.DEFAULT\Control Panel\DesktopI'm trying to add a company logo
for the wallpaper as a .bmp and the key is not available. has anyone seen
this before? and if so is there a work around.thanks-Roger

Cannot add anything to Control Panel key in HKey_Users\.Default\

We have exported the same reg key from systems that already have the desktop
key existing to no avail. That control panel key is not allowing any
additions or changes what so ever.
 
It seems like the registry was corrupted right from the install but we are
using exactly the same media and most systems have all reg keys in
HKey_Users\.Default. Is there a way to create or add a key from outside
Windows 2000 such as recovery console or some other boot disk/software?

Do you have earlier registry backups? Perhaps a Recovery Console
session to rename the existing hive file, then supply a backed up
copy. Or the original from %systemroot%\repair\ possibly. You will
lose entries made in the intervening time.

But confirm that you have checked registry ACLs to rule out
permissions there as the problem.
