Missing registry data for scanner??

I have an Epson scanner installed on a Win 2000 system.

Today, I added another user account to the system.
When I logged on, the icon for the EPSON SMART PANEL software appeared in
the System Tray, but I also received the message:

"There is no registry data for Epson Smart Panel!"

Why would I receive such a message?
What do I need to do to correct the situation?

On a guess, I would uninstall the scanner software and then install for all
users.
Or maybe install another instance of the scanner software as the new user.
 
If I assign Administrator to the account, the message goes away.

I guess the Epson software did not install itself correctly for use by more
than one user.
