Missing Reg Key

Is the reg key HKCU\Software\Microsoft\Software\Internet Explorer\Page Setup
always supposed to be there? What might cause it not to be there? Is it
obsolete?

Yes, it is supposed to be there.
No idea what would cause it not to be there but why not change the
margins in Page Setup and see what Registry key changes?
Perhaps you have one in HKLM?

No, it is not obsolete, though mine contains at least one obsolete
item like "printer" which shows a printer long gone.
