Missing QUARTZ.DLL (and also DDRAW.DLL)

Help! I'm having difficulty hearing audio files that
require either QUARTZ.DLL or DDRAW.DLL.

Using MS Internet Explorer 6.0 at work (my Dell PC uses
Windows 98). I can hear sounds through my speakers (such
as CDs, RealPlayer, etc.) but when I try to access a live,
streaming music site like www.walla.co.il to hear some
Israeli music, I get an error message that says my
quartz.dll file is missing. I've located this file on the
Internet and downloaded it several times to my PC. It
comes as a .zip file so I extract it to my Windows/Systems
folder. Although I see it there, it suddenly "disappears"
and when I try to access the music site, I get the same
error message all over again. What do I do?

Also, I can no longer use AOL's Radio feature. I choose a
radio station to listen to on AOL and it looks like it's
loading up, but then I get an error message that says I
need to reinstall the DDRAW.DLL file. I've also found
this file on the Internet and have downloaded it &
reinstalled it but AOLRadio still isn't working. (FYI...
I have both AOL 8.0 and AOL 9.0 beta on my PC at work,
which is running Windows 98.

Please advise what I should do.
