missing program

My MS Works Task Launcher is opening blank. I have tried
to reinstall and I get the message Microsoft Internet
Explorer is running and please close to prceed but it is
not open or running. How do I get the program reinstalled?
 
Back up all your stuff then uninstall the entire Works suite. Do a disk
cleanup, a defrag wouldn't hurt, then reinstall Works
