It has a new name. It is now the Microsoft Picture Manager. It has basic editing capabilities - I think about the same as the old photo editor. It also is a replacement for the photo preview extension to Explorer. Its prettier, but I don't see anything really new. I don't remember where it is in the setup, probably under shared applications
