missing or corrupted files

On a Dell computer, when the computer is started, I am getting the Dell screen for 5-6 seconds, then a black screen with blinking cursor in the upper left hand corner. In about 5-6 more seconds, I get
"The following file is missing or corrupted C:\WINDOWS\IFSHLP.SYS
C:\WINDOWS\SYSTEM\UMM32.VXD
C:\WINDOWS\SYSTEM\UMM32.VXD
Type the name of the windows loader C>"

I have been working with the Dell technical help for more than a week and everything we try comes back to these messages. HELP!!!

Appears to be Win98 or ME. Those aren't Windows 2000 files.
