Missing menu bar toolbar in IE 7 how to get it back

Hi, I really need some help here. I was having a problem with IE 7 (Vista
home premium is OS) and talked to the tech support at MS. We reset IE now
there is no menu toolbar. File, edit, etc. on top left of screen. When I
right click to activate it menu bar is grayed out. I went to manage add ons
and I couldnot do anything there either. I need this toolbar, can someone
please explain simply how to get it back? Thanks in advance

try ALT + F (this would pulldown the file menu even if it is not visible)
