missing language bar

Hello. Recently re-installed XP Home Edition SP2 after replacing motherboard
and HD. Machine is running fine overall....just that I am not having any
success in setting up more than one language....language bar does not show on
taskbar although I have set it up for both Russian and English. Have
followed MS KB articles but no help so far. I note that before HD crash, I
had no issues in displaying and using various languages.

Which MSKB articles have you read? Do you know this one "After you turn
off the Language bar in Windows XP, you cannot turn it back on" -
