Missing Internet Options Tabs

When I open Internet Options, the General Tab and
Programs Tab do not appear. This means that I cannot
change my homepage, delete cookies, delete history, etc.

What is wrong? Are the general and programs tab hidden?
Is there a way that I can fix this problem and make them
appear? Is there something wrong with my settings? Can
I work around this problem?

Please Help. I have a Compaq Presario 7550, with Windows
XP home edition and Internet Explorer 6.0
