Have you tried this registry patch?

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

Download, right-click and select merge.

Reboot and test.

Unless you really tell us what you tried you're going to get all the same
advice.

If WinXP SP2, try
iexplore /rereg
from Start | Run while IE is closed. It may require a restart.

All I can see is that it seems that you have an awful lot of Symantec
services running.

I'm no expert on those logs, but I'm very uncomfortable with all that
Symantec stuff.
