Missing Help & Support files

I have Windows XP preloaded from manufatcurer (Compaq)
and bought machine from CompUSA last year.

Recently I had an issue and wanted to use the Help &
Support provided by Windows. I clicked on START, then
scrolled over to the blue circle with the questionmark.
It was named Help and Support. I clicked on it and I
noticed some hard drive activity, but no display of any
kind relating to Help & Support. Nothing poped up at
all. I clicked again and again in vain.

I beleive that the file(s)/feature may be disbled/corrupt.

How can I locate the missing file(s) and/or reload the
Help & Support file(s)/feature in my laptop?
