Missing Help Search Results Window

I've got a problem with my Excel 2000 (running on Windows XP) Help facility.

I can get the Help search window to appear and it even appears to be
searching for and showing help topics. But, when I double-click on a topic,
nothing happens, no window pops up with help information.

Why would Excel show me a topic but then not present the information?

Microsoft Article ID 319916 does not address the particular problem my
machine has. The tabs are fine. The topic window does not appear.
