missing hal.dll

Ihave windowsMe installed on my c: drive (FAT32) &
WindowsXP on my DNTFS)
Last night I installed System commander & Partition
commander.
I have not run either one as I have not been able to start
up in XP I get the message that hal.dll is corupt or
missing.
I've run XP recovery console with the bootcfg /list and it
says that ther is no boot entries avalible to display (I
do not get a choice of drives in recovery console.

I can not find my second hard drive. When I try view D:
drive from the C:\> prompt I see the cd drive containing
my XP cd not my Hard drive
