Missing Group Similar Taskbar Button

In "Taskbar and Start Menu Properties," under the Taskbar tab, I have lost
the "Group Similar Taskbar Buttons" line. There is just a blank, grey space
where the checkbox is supposed to be. Consequently, I suppose, my similar
taskbar buttons group, and I can't stop it from happening.
I have used Kelly T's great Taskbar Repair ToolPlus, but there didn't seem
to be anything for this problem.
Any ideas about how to get the Properties checkbox back?

"Prevent grouping of taskbar items" Group Policy.

"This setting effects the taskbar buttons used to switch between running
programs.

Taskbar grouping consolidates similar applications when there is no room on
the taskbar. It kicks in when the user's taskbar is full.

If you enable this setting, it prevents the taskbar from grouping items that
share the same program name. By default, this setting is always enabled.

If you disable or do not configure it, items on the taskbar that share the
same program are grouped together. The users have the option to disable
grouping if they choose."

For XP Professional, try this:

Launch GPEDIT.MSC from Start, Run:
Navigate to:

=> User Configuration
==> Administrative Templates
===>Start Menu and Taskbar

In the right-pane, set "Prevent grouping of taskbar items" to "Not
configured"

** Repeat the same under "Computer Configuration" **

For XP Home & Pro:

Launch Registry Editor and navigate to:

[HKEY_LOCAL_MACHINE \
Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]

Delete the "NoTaskGrouping" value in the right pane.

Close Regedit and restart Windows.
