missing general and program tabs

using windows xp and IE6.0, under tools, internet options
the GENERAL and PROGRAMS tabs are missing. Can you help
me recover these tabs.

Re-install windows, You have been hacked buddy, or you

have deleted those files somehow. Have you lost any
sectors on your harddrive ? Anyway I lost parts of my
options, and got them back when I reinstalled windows.
When you install it tell it to refresh the settings to
original.
