Missing Files

OK - I can't load updates because of ActiveX Control
issues even though I have changed all of the security
settings to seemingly allow for ActiveX to run. This is
frustrating enough. But, as I am digging deeper
(specifically in regedit) I am discovering that I am
missing files in the HKEY_LOCAL_MACHINE registry. Is that
possible? There is supposed to be a microsoft sub-folder
that does not exist. What do I need to do to get Windows
Updates so I can try filing my taxes?
 
Parts of the registry are intentionally protected or hidden to prevent
inadvertent.... stuff. This can be overridden by an admin class user, but I
doubt that's needed in this instance.

Have you checked with the vendor of your tax software for a solution that
doesn't require you manually drilling into the registry?
Are you running any kind of active (or passive for that matter),
anti-spyware software?
