I get a message during a system scan.
C:\windows\system32mapisrvr.exe cannot find the file
gapi32.dll. In details, it said that I may have to
reinstall C:\windows\system32mapisrvr.exe.
Where can I find this file and fix this problem?

I get a message during a system scan.

Is this a "system scan" by Norton Windoctor?

If Norton Win Doctor is telling you that you don't have it, I can guarantee
that you actually do.

There actually isn't an error, except for Norton Win Doctor telling you
there is one.

This has been a known issue with Norton Win Doctor since System Works 2002.

Norton's website recommends in order to "fix" this error so that Win Doctor
doesn't keep falsely reporting it, you can either choose to enable 'ignore'
from Win Doctor or you can search for and copy GAPI32.DLL into the directory
that contains MAPISRVR.EXE.

In WinXP, MAPISRVR.EXE is in C:\Windows\System32

Both are awkward kludge "fixes", in my opinion.

The problem with simply copying it into a system directory is that should
GAPI32.DLL ever be updated in the future through Microsoft Updates, then the
old version will continue to be executed since it is in system path
directory.

A better alternative would be to add the directory containing GAPI32.DLL to
your system path.

In WinXP, the path is either:

C:\Program Files\Common Files\System\Mapi\1033\
or
C:\Program Files\Common Files\System\Mapi\1033\NT

By adding the path, it will ensure that you won't run into any problems in
the future should GAPI32.DLL be updated through a service pack.
