Missing files

I am beginning to wonder what is wrong with my Windows XP-
=-almost everything I try to do using the FAQ answers
require something that does not appear on my computer.
For Example, I have another question about installing the
XP firewall and have discussed the fact that its file is
missing.

I just tried to create a password reset disk, and there
is no "Related Tasks" category in User Accounts in the
Control Panel

What is wrong?
 
The Windows XP Firewall settings are accessed by right clicking My Network Places and selecting Properties. Then right click the Network connection in question and select Properties. Go to the Advanced tab.

For a password reset disk, click on a User account in User Accounts. In the left pane you'll see Prevent a forgotten password.
 
There is no advanced tab.

Are you running XP Home or Pro? If Pro, is your system a stand alone computer, or part of a domain?

Click Start, Run and enter REGEDIT. Go to:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Network Connections

Look in the right pane for these 3 values

NC_EnableAdminProhibits
NC_PersonalFirewallConfig
NC_ShowSharedAccessUI

If any of these three values exists, right click each and select Delete.

Also, they shouldn't be there, but look in:

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Network Connections

and if found there, delete the values as well. You will need to be logged on as an Administrator to make these changes.
 
I am using xp home as the administrator--When I ran
REGEDIT, none of the files you mentioned were present.
This all seems very strange.

When I ran REGEDIT,

"HKEY_CURRENT_USER\Software\Policies\Microsoft\" was
followed by "System Certificates\" then "CA, disallowed,
Trust, and Trusted Publisher; these four files
contained "Certificates, CRLs, and CTLs."

"HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\" did not
include the \Windows\Network Connections part. Instead,
the choices after Microsoft\ are "Installers," "IPSec,"
and "Safer."

If the Network Connections registry key isn't present, then these restrictions should not be in effect. However, go to the

HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows

key in the Registry. Go to Edit, New and select Key. Name the new key Network Connections. Now, select the key you just created and go to Edit, New, DWord value. Name the new Value NC_EnableAdminProhibits. Leave it set at 0 (zero). Repeast this for the values NC_PersonalFirewallConfig and NC_ShowSharedAccessUI.

Other than that, go to Start, Run and enter SERVICES.MSC In the right pane locate the Windows Firewall/Internet Connection Sharing Service. Double click this entry and make sure its set to Started and Automatic.

You may need to log off/log on or reboot to see any changes.
