Missing File?

In general, the fix is to delete MSASCui.exe.manifest, if found.

Be sure to delete just the manifest file--not the actual executable itself.

Here are the steps as Steve Dodson posted them:

start -> run -> c:
Press Enter
Browse to c:\ program files
then Windows Defender
Left Click on MSASCui.exe.manifest and press the delete key on your keyboard
Select yes to delete the file.

It is part of the installation process, and should be removed as part of
that.

Engel has posted the correct fix if you get a message from Windows Defender
that this file is missing.

However, in your case, you are describing a message from a Norton program
indicating that Windows Defender has a problem.

As far as I can tell--this message is erroneous--and no such problem exists.
So--by your numbers:

1) no
2) yes Windows Defender is functioning properly
3) no

I do not understand what you mean when you state: "Be sure to delete just the
manifest file--not the actual executable itself." How does one distinguish
between the two file extensions and delete only the "manifest" file and not
the "executable" file?
