Missing File menu and toolbar icons

I am using Windows XP Home.

I am missing all drop down menus(File/Edit/View...etc) in
both IE and Windows Explorer (cannot select menus).

Also, icons for Search,Favorites,History,Print...etc are
missing as well.

I have searched the net but cannot find any solutions. I
have tried a few changes to the Registry, but nothing
makes a difference. Any thoughts??
