missing file,how to reinstall a copy

I got a message ...windows could not start because the following file is missing or corrup
windows root>\system32\ntoskrnl.ex
please re-install a copy of the above file

How can I obtain a copy so I can reinstall it,and how do you reinstall it if my windows wont start...not even in safe mode
any thoughts would be greatlt appreciated!
