Missing Explorer Menu bar (WES2009) - Need help

I am sending this as a new post, I tried to continue the original post
without any answer.

I have this Explorer menu bar problem.
In my system I have my own Shell application.
I execute inside the shell the explorer.exe.
The explorer windows shows up with:
1. On the caption screen: My Computer
2. !!!!! White bar with small windows logo on the middle (in the place of
menu bar).
3. The standard buttons toolbar.
4.Address Bar
5.The explorer tree/list panes.

The problem is (2.) the missing menu bar (File Edit View ....)

Please help and tell me what is misssing in my Image.

It's the component Primitive:browselc

You need visibility 100 to select it.
