Shutdown the PC and remove the cable to the CD/DVD
drive or drives. Now with the drives disconnected, boot the PC.
Check that the CD/DVD devices are not listed in Device Manager.
Now power down the PC and reconnect your CD/DVD drives.
Windows should discover the devices and reinstall the drivers.

Also:

You can no longer access the CD drive or the DVD drive:
or you get an error code 31

(Remove Upper and Lower filters)

CD-R drive or CD-RW drive is not recognized as a recordable device

XP does not recognize a DVD-RW disc

Ok, I'm not sure if my brain has just shut down or what but I'm not seeing
cables to my dvd drives, I see one for the mouse, monitor, power cable etc.
Could I maybe delete the dvd/cd from my control panel and try to re-install
them with the installation disc?

After you remove the case cover use a flashlight
to look at the back of the DVD drives. If the drives
use a PATA interface the cable will most likely be
gray in color and about 3 fingers wide.

If your DVD drives use a SATA interface the cable
will most like be red in color and only as wide a your
small finger (about 3/8 of an inch wide).

Either way remove the cable from either the end connected
to the drive or where it connects to the motherboard. As a
rule of thumb a SATA cable is easier to unplug from the
motherboard. The wide PATA cables are easier to remove
at from the DVD drive.

SATA connectors a more fragile so slowly
pull and wiggle slightly to remove the connector.

If you have a fine tip Sharpie mark the red cable just
before the plug prior to removing the cable, as their is a small
orientation guide. This will prevent you from trying to force
the SATA cable plug back into the motherboard connector.

Well this just sucks. When I opened it I saw the gray thick cable connecting
to them. So I unplugged it, booted up, checked it and powered down and
re-installed and still didn't work. I'm about to give up
