missing DLL FILE

DEAR SIR< I GET A ERROR MESSAGE.... ... A required
YML.DLL was not found... This operation has been canceled
due to a restriction in effect on your computer..Please
contact system admistrator...

I contacted my server but they cannot help me... please
help me to restore... I cannot uninstall or reinstall...
tried restoring to an earlier check point... nothing
works... pleasae help
