Windows XP doesn't have a "dial-up adapter" device the way that
earlier versions of Windows do.
You can create a dial-up connection by opening the Network Connections
folder and clicking "Create a new connection".
If that doesn't help, please post a news group reply describing why
you want to add a dial-up adapter.
