I can not see any of the hardware devices in Device Manager.
I need to uninstall a modem, to install a new one.

Update your antivirus software and run a full system scan.
Do the same for whatever anti-spyware applications that you have.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Plug and Play |
Set Startup type to Automatic | Click Apply | Click the
Start button | When started, close Services
