Missing CTR+ALT+DEL Bar!!

recently when i type Ctrl+Alt+Del, the panel shows up without the
[minimise][close] bar, i can onli use TAB on the keyboard to toggle around
the performance, programs running panel, can anyone please advice me on how
to restore back the top bar of tabs? Thanks

Move your mouse to a side border of task mgr. and double click.
